Our Utility Coordination Group has experience on all types of projects, ranging from small site development projects to the design and construction of major limited-access interstate and interchange projects. Our experience spans throughout Florida and all Florida Department of Transportation (FDOT) districts. Our Utility Coordination Group has also represented utilities as their consultant on FDOT transportation projects, completing all UAO requirements.
Utility Coordination Services include:
- Identifying utility agent/owners (UAOs) and their facilities within clients’ project limits through Florida’s Sunshine One Call system, Florida Department of Transportation (FDOT) Maintenance/Operations permits, and as-build information.
- Coordinating all UAO activities within client project limits, including statutory contacts, project plan markups, Utility Work Schedules (UWS) processing, preparation of all FDOT agreements, conflict resolution, and permit reviews from Notice to Proceed (NTP) through project construction completion.
- Reviewing project plans for potential utility conflicts, creates conflict matrices, coordinates Subsurface Utility Engineering (SUE) requirements, analyzes SUE data for conflict determination and resolution, and ensures conflicts are resolved prior to FDOT Utility Certification.
- Organizing, leading, and/or participating in project phase meetings, field reviews, and other necessary meetings with design consultants, public and private utility owners, FDOT Construction/Operations, and FDOT District Utility representatives to support successful project completion, from Project Development and Environment (PD&E) studies through construction completion.
- Assisting UAOs with the creation or review of all legal documents associated with UAOs and FDOT projects.
- Reviewing utility excavation permits to ensure all documents comply with FDOT statues and guidelines.
- Preparing requests for fund allocation for utility activities through the FDOT Work Program Office for all necessary phases and ensuring all funds are deposited with the State of Florida Comptroller’s Office in a timely matter to meet contract timelines. Preparing and processing funding change orders as needed.
- Assisting UAOs with the creation or review completed UWSs, Utility Work by Highway Contractor Agreements (UWHCAs), Utility Work Agreements (at UAO expense and FDOT expense), UWHCA Engineering Estimates, Memoranda of Agreements, Agreements Summaries, Municipal Resolutions, and utility excavation permits to ensure all documents comply with FDOT statues and guidelines.
- Providing industry-wide utility coordination training on FDOT’s processes, utility responsibilities, and all deliverables required for successful project completion.
