Areas of Expertise:
Project management, delivery, and contract document preparation, design and permitting solutions for both state government agencies and local city and county clients

Richard brings a wealth of expertise in stormwater modeling, flooding investigations, pond design, and permitting, backed by a strong track record of delivering innovative solutions across a range of transportation projects. His experience includes work on Lofton Road Resurfacing for Okeechobee County, FL, and FDOT District 1 Drainage CSC where he applied technical skills and creative problem-solving to meet complex regulatory and design requirements. Now based in Sevierville, TN, Richard is actively applying his experience to support PGA’s efforts on future TDOT or regional transportation projects, particularly as we navigate evolving TDEC guidelines.
