Award-Winning Vision: Countywide Plan Charts the Future of Trails

The Hillsborough County Greenways Master Plan received an Award of Outstanding Contribution to the Community. The annual awards program honors projects that have contributed to a better quality of life in our community and serve as models to learn from and emulate.
Hillsborough County’s guiding greenways plan was adopted in 1995 and was ready for an update to reflect the changes in growth and demand for more places to safely use greenways, trails, and blueways in the county. PGA partnered with Vrana Consulting and PSG to understand how people currently use the county’s greenways and how they envision using them in the future. The final plan includes prioritized lists by facility type, estimated costs, and recommendations for implementation.
PGA’s Master Planning Group Leader, Katie Habgood, AICP, managed this project from visioning to implementation guidance by using a collaborative approach. The Hillsborough Greenways Committee, the authors of the original 1995 plan, were active partners in identifying challenges and opportunities, and the process included a robust public outreach effort with meaningful in-person connections, online outlets and surveys, and visual surveys to best understand the broader communities’ vision for Hillsborough County’s future greenways system.
